The Niger Delta Affairs (NDA) in furtherance of its mandate is desirous of engaging reputable, experienced and competent vendors to execute some IT projects. The projects are as follows:

FURTHER INFORMATION


Interested and qualified vendors with real operating and relevant experience who wish to tender for these projects are required to obtain further information on the above from the Office of the Director, Information Technology, NDA Head Office, 167, Aba Road, Port Harcourt between the hours of 8 am and 4 pm Mondays through Fridays; beginning from September 15, 2016.


REQUIREMENTS FOR ELIGIBILITY OF CONTRACTORS


Interested vendors who wish to tender for these projects should submit their technical and commercial proposals along with the under listed documents (with relevant verifiable evidence);

  1. Certificate of registration of Company in Nigeria with the Corporate Affairs Commission (CAC) together with the Memorandum and Articles of Association and Form CO7 showing the list of Directors and number of shares each has subscribed to:
  2. Detailed Company Profile showing organizational structure and resume of relevant key professional staff (including their professional and technical qualifications) that will carry out the works;
  3. An indication of any of the jobs (Lots) above that the company is interested in;
  4. Details of recent verifiable experience on works of similar character in the last five (5) years with names of clients, locations, dates, contract values, referees/references on the jobs and job completion certificates;
  5. Company Certified Audited Accounts for the past three (3) years;
  6. Current Tax Clearance Certificate for the past three (3) years;
  7. Evidence of VAT registration;
  8. Evidence of Certification/Exemption from PEN COM in accordance with the Pension Reform Act of 2004
  9. Evidence of registration with Computer Professionals Registration Council of Nigeria.
  10. Documented evidence of financial capability of the company (e.g. certified Bank’s statement for the past three years);
  11. Affidavit of Disclosure, disclosing that the Company possesses the professional and technical qualifications and shall make them available, when required, to carry out the works;
  12. Affidavit of Disclosure, disclosing that the Company shall exercise requisite skills in service provision and only use genuine/specified materials and inputs in the execution of the works;
  13. Affidavit of Disclosure, disclosing that the company is not in receivership;
  14. Affidavit of Disclosure, disclosing whether any Officer of NDA is a former or present Director of the Company;
  15. Affidavit of Disclosure, disclosing whether any director of the Company has been convicted in any country for any criminal offence relating to fraud or financial impropriety;
  16. Affidavit of Disclosure, disclosing that the Company has not unduly abandoned any previous job awarded to it by NDA;
  17. Affidavit of Disclosure, disclosing that the Company/Contractor possesses the legal capacity to enter into a procurement contract;
  18. Location/Address  of the Head Office of the Company;
  19. Any other information that would aid in good assessment of the Company;
  20. Telephone numbers, websites and e-mail of the Company and Contact persons.

EVALUATION CRITERIA


Vendors are expected to fully comply with the above requirements as failure to do so may weaken the vendor’s case.  Vendors are to submit only genuine and verifiable documents as consultants who submit fake or fraudulently obtained documents would be disqualified and the attention of the relevant security agencies may be called, if necessary.  All submissions would be evaluated on the basis of documents submitted and selection would be based on a series of factors including consultant’s
competence and track record.

OTHER RELEVANT INFORMATION

  1. The selection of consultants will follow the provisions laid out in the Public Procurement Act, 2007 for this category/threshold of projects.
  2. Only consultants that have been substantially fulfilled the above stated conditions and who are pre-qualified shall be given the tender documents for the projects.
  3. Consultants can seek clarification or request for additional information by writing officially to the officer listed below before the deadline for the submission of the tender document.
  4. Consultants are advised not to try to influence the selection process as this would lead to immediate disqualification of the consultant and the consultant may also be barred from seeking other contract opportunities from the Commission.
  5. All cost incurred by any consultant in the preparation of these required documents are to be borne entirely by him.
  6. NDA reserves the right to reject any or all submissions and to terminate the entire selection process at any time without any liability to the Commission.

SUBMISSION OF BIDS


Completed bid documents, written in English Language, should be submitted in sealed envelopes marked with the appropriate job title (Lot Number) on the top left corner and addressed to:

VALIDITY OF TENDERING


The bid document must be received at the address stated above not later than 4 pm, Thursday, October 13, 2016 and must be submitted, on completion, back to the same address not later than 12 noon, Thursday, October 27, 2016.

OPENING OF BID


Bids will be opened in the presence of bid representatives and invited observers at the Office of the undersigned by 2 pm, Thursday, October 27, 2016.
